The initial operation of the school started in July 13, 1970, with an initial enrolment of 209 students. Classes were first housed at the Negros Occidental High School while the first building was constructed. Then Governor Alfredo L. Montelibano spearhead the first operation of the NOPCC along with the members of the Board of Trustees. The ruling body then was headed by Hon. Montilibano as the chairman, Carlos H. Mijares, the president, Dominador K. Lopez, the vice president, Jose L. Padilla, secretary, and Felix S. Ferrer, Hon. Elvira B. Guanzon and Demosthenes L. Magallanes as members.
In 1983, Batas Pambansa 477 integrated three institutions of learning, the Negros Occidental College of Arts and Trades School in Alijis, and the Negros Occidental Provincial Community College in Bacolod City into a teriary state ducational intitution to be called Paglaum State College. The college charter was implemented effective January 1, 1984 with Mr. Sulpicio Cartera as the first president and Patria L. Jalandoni as PSC-Bacolod In- charge.
In May 5, 1994,the College was renamed into Carlos Hilado Memorial State College through R.A. 7707 authored by Congressman Jose Carlos V. Lacson of the 3rd district of Negros Occidental. In June 1995, the campus transferred to its new site in Fortune Towne, Barangay Estefania, Bacolod City. Through the initiative of then Mayor Alfredo Montelibano, Jr. it was able to acquire a 1.6 hectare lot donated by the city government. The 2 single-storey building with 18 rooms was conducted. Its curricular offerings include: Bachelor of Science in Accountancy, Bachelor of Science in Business Administration major in Data Processing, Management Accounting and Bachelor of Science in Office Administration. Its ladderized course offers Associate in Industrial Technology leading to BSIT major in Automotive, Electronics and Electrical Technology.
From 2000 onwards CHMSU-FT has gone a long way from infrastructures to curricular offerings, etc. Last September 8, 2009, marked another campus’ infrastructure advancement with the construction of the three storey Information and Communications Technology Building. The line of administrators consists of Patria L. Jalandoni, Ma. Luz B. Magallanes, Pedro F. Caligayan, Freddie P. Maningo, Maria Gelia Narazo, Victoria L. Ojas, Eduardo G. Sayson and, at present, Ma. Isabel D. Tubera.
